Partnership is a key component of our Workforce Development strategy. To effectively fill the employment gaps within the healthcare system, Advocate partners with both community-based organizations (CBOs) and community colleges to recruit and train potential candidates for employment. This comprehensive approach will allow Advocate to cast a wide net and provide opportunities for a large number of candidates to receive training in healthcare related careers. These partners will work closely with Advocate to develop customized trainings based on employer needs that will make candidates highly desirable for Advocate and other health care industry employers.
In 2011, Cook County Board President Toni Preckwinkle and then Mayor-elect Rahm Emanuel appointed a joint committee to evaluate the impact of combining City and County resources. The committee’s efforts resulted in a report which suggested 19 areas of collaboration—among them was workforce development. In this area each governmental body provided similar, yet disparate services under the auspices of the federal Workforce Investment Act (WIA).
Despite geographic proximity, each administration maintained separate policies and initiatives with formal business engagement generally managed by delegate agencies. The Chicago Workforce Investment Council (CWIC), a non-profit workforce policy organization also provided direction and programming in this arena.
Chicago Center for Arts and Technology (CHICAT) is a state-of-the-art school and community center in Chicago’s near west side. Based on a celebrated model developed by Bill Strickland with the Manchester Bidwell Corporation in Pittsburgh, the program provides after-school arts programs for youth and sector-driven vocational training for adults. Building community is what CHICAT exists to do. We strive to make an impact in our neighboring communities-North Lawndale, Little Village, and Pilsen-with the goal of helping our students change the future. An important part of CHICAT’s educational commitment is to reach and teach individuals with barriers to academic achievement and/or sustained employment. We believe that we all deserve access to the resources necessary to provide a higher quality of life including socioeconomic stability, interpersonal and professional development and gainful employment.

For over 125 years, Jewish Vocational Service (JVS) has stood witness to economic upheavals, shifting political landscapes, world conflicts, amazing technological innovations and triumphs of the human spirit. Although times change, JVS has remained a constant symbol of strength and hope in the community.
JVS Chicago serves more than 8,000 employees, employers and entrepreneurs annually with programs for adults, youth, seniors and people with disabilities, serving entry level to advanced career job seekers, at locations across Metropolitan Chicago. Services include career counseling, job skills training and customized job training, job placement, credit building, small business development, access to capital and more.
The Kinzie Industrial Development Corporation (KIDC), the charitable organization of the Industrial Council of Nearwest Chicago, was formed in 1984 to advance economic development on the nearwest side of Chicago. To fulfill its mission, KIDC offers early stage small businesses affordable space to operate, business advising and workforce development services. As an extension of its workforce development efforts, KIDC joined in a partnership with Superior Ambulance Services, Inc., the largest locally owned and operated EMS provider in the Chicagoland and Northwest Indiana areas, to create an Emergency Medical Technician “EMT” Training program.
The National Latino Education Institute (NLEI) is a unique organization as it is a community-based nonprofit and an education institution. NLEI offers training programs that are nationally accredited and recognized and approved by the Illinois State Board of Education and the U.S. Department of Education. The ultimate goal of NLEI is to provide quality workforce initiatives leading to economic independence for Latinos. NLEI provides comprehensive employment services and in-demand education training through a holistic-centered assessment inclusive of career, financial and health and wellness mapping to create a pathway for sustained self-sufficiency.
The mission Phalanx is to assist economically disadvantaged at-risk youth and families in the pursuit of self-sufficiency includes a multi-faceted approach to employment. Our services included recruiting, training, job placement, and providing support services to individuals seeking employment or career advancement.
We offer a holistic approach to serving both employers and job seekers throughout the metropolitan Chicago community. Through a variety of resources and partnerships and with an experienced and dedicated staff, Phalanx Family Services has placed thousands of individuals into subsidized and unsubsidized employment.
The mission of the Polish American Association (PAA), a human service agency, is to serve the diverse needs of the Polish community in the Chicago metro area by providing resources for changing lives, with emphasis on assisting immigrants. The PAA is the nation’s only human services organization providing a comprehensive range of bilingual and bicultural serviced to the Polish community and others in need. For 95 years, the PAA has created a community dedicated to helping those in need. By providing clients with education, employment, immigration, social, and supportive services, the PAA offers them resources for changing their lives and enhancing their ability to become contributing members of our community.
Skills for Chicagoland’s Future (SCF) is a public-private partnership working to match businesses that have current, unmet hiring needs with qualified, unemployed or underemployed job seekers. More than 2,500 unemployed job seekers have been hired through partnerships with over 50 employers since 2013. Additionally, over 370 unemployed job seekers have been enrolled in train-to-hire programs which result in immediate employment upon successful completion of the programs. SCF’s employer partners have signed commitments to hire more than 1,000 unemployed job seekers in 2016. As a national thought leader and recognized for best practices in workforce development, SCF has been tapped by organizations across the country as a resource, demonstrating the need for business intermediaries both locally and nationally.
The Chicagoland Workforce Funder Alliance is a workforce funder collaborative and the Chicago region’s affiliate to the National Fund for Workforce Solutions. The Funder Alliance’s mission is to collaborate with employers and other workforce stakeholders to increase employment and earnings for underprepared workers in the Chicago region.
